Description: Overview:Job Location: Washington, DCTelework Eligible: Yes, at least 3 days per week in-person reporting at Washington, DC office.Remote Eligible: No.Summary Statement:The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory and administrative professionals.Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Senior Policy Advisor under GHTASC. This position will be hired under Public Health Institute (PHI).The Office of Population and Reproductive Health (PRH) provides strategic direction for, and technical leadership of USAID’s population, voluntary family planning and related reproductive health (FP/RH) strategies and the programs and projects to implement these strategies; plays a technical leadership role globally, including with other donors and multilateral organizations on population, voluntary family planning, and reproductive health; and ensures compliance with congressional and Administration priorities, directives, and requirements.Position Summary:The Senior Policy Advisor will primarily support the Office of Population and Reproductive Health (PRH) as a PHI Institutional Support Contractor (ISC). In this role, you will work with the Office Director for PRH and will focus on ensuring compliance with the including providing compliance-related technical assistance and guidance to USAID/Washington, Mission, and implementing partner staff; contributing to PRH’s engagement with the inter-agency and multilateral organizations; and coordinating PRH’s response to FP/RH-related legislative and Administration policy directives and restrictions. Salary Range:Full salary range for this position is $137,280 to $206,960 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability. Responsibilities include, but are not limited to the duties listed below:Essential Duties and Responsibilities:

  • Serve as key member of GH’s cross-Bureau Policy Compliance team.
  • Provide technical assistance and support to USAID/Washington and Mission FP/RH programs to assess and ensure compliance with the family planning and abortion legislative and policy requirements.
  • Provide mentorship to the current PRH Policy Fellow.
  • Coordinate legislative and policy responses and actions for PRH to ensure compliance with congressional and Administration priorities, directives, and restrictions.
  • Update training materials and facilitate trainings on family planning and abortion legislative and policy requirements and compliance-related best practices for various audiences, including USAID/Washington and Missions.

for USAID’s FP/RH program, and in coordinating with other offices in GH, USAID Missions, and Regional Bureaus in the areas of legislative and policy compliance and monitoring; * Advise PRH leadership on technical, programmatic, and policy matters related to compliance issues in population, family planning, and reproductive health, including the connections to other health areas and broader development issues.

  • Develop talking points, briefing materials, policy memoranda, and analytical reports for review by PRH leadership, for both internal and external use.
  • Serve as principal day-to-day point of contact with the Department of State, Office of Population, Refugees and Migration and USAID’s Bureau for Planning, Learning, and Resource Management, and multilateral organizations such as UNFPA on matters related to United States Government family planning and abortion legislative and policy requirements; and
  • Ability to travel internationally approximately 20% of the time
  • Work at least 3 days per week in-person at Washington, DC office.

Education, Requirements and Qualifications:Qualification Requirements:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.Minimum Qualifications:

  • Master’s degree with 10 years of relevant experience, bachelor’s degree with 12 years of relevant experience, Associate’s degree and 14 years of relevant experience, or High School graduate and 16 years of relevant experience.
  • US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years.

Other Qualifications:

  • In-depth knowledge of family planning/reproductive health as well as experience in multi-sectoral programming
  • Strong leadership skills and demonstrated professional credibility
  • Demonstrated flexibility and openness in responding to changing work priorities and environment
  • Excellent oral and written communication skills. Presentation experience to high-level audiences is required
  • Excellent interpersonal skills with ability to work in teams and working groups.
  • Ability and willingness to travel internationally 3-4 times a year for approximately 1-2 weeks at a time, approximately 20% of the time.
  • Work at least 3 days per week in-person at Washington, DC office.
