The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.TO BE CONSIDERED FOR THIS POSITION RESPONSES TO THE QUALIFYING QUESTIONS ARE REQUIRED AND MUST BE VERIFIABLE BASED ON YOUR SUBMITTED APPLICATION.THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE.This is a highly responsible and professional position that will serve as the Housing and Supported Employment Coordinator within Policy and Services Unit. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.Specific Duties and Responsibilities include:This position is responsible for housing and community reintegration standards development and implementation; providing technical assistance to the Department, Regional SAMH staff, Managing Entities, and provider staff; data collection and analysis; report writing related to Projects for Assistance in Transitions from Homelessness (PATH), Employment, Housing, and SSI/SSDI Outreach and Assistance Recovery (SOAR). These responsibilities may include program analysis, management consulting, and developing operational procedures to assist organizations in operating more efficiently and effectively.

  • Responsibilities for this position are to: design, evaluate, recommend, and approve changes based on needs and analysis; review, analyze and research legislative issues and prepare an analysis of the projected effect of any proposed legislation or action; develop and monitor compliance with policies and procedures for SAMH funded contracts; prepare and compile data for legislative budget requests and long range program plans; plan and conduct studies of problems and procedures; gather and organize information on problems and procedures; analyze data gathered and develop solutions or alternative methods of proceeding; and document findings of studies and prepare recommendations for implementation of new systems, procedures or organizational changes.

Projects for Assistance in Transition from Homelessness (PATH):

  • Responsible for the compilation of the PATH annual grant application, data collection, and Annual Report regarding the statewide PATH program.This includes being the content expert and lead in providing related technical assistance to Regional SAMH staff, PATH providers and the Managing Entities; collaborating with the Office on Homelessness and other related entities; coordinating ongoing communication and quality assurance among stakeholders. This also includes monitoring activities to ensure compliance with grant requirements, the contract guidance documentm and the provision of quality services. Maintains and updates the PATH guidance document as needed.

Employment:

  • Provide leadership in the development, implementation, and oversight of recovery-focused employment initiatives; coordinate the Departments employment inititatives, (e.g., supportive employment, Clubhouse operation and development, and related legislative activities); provide technical assistance to Regional SAMH staff, Managing Entites, and providers, as well as relevant stakeholder, professional organizations, and other state agencies.

Housing:

  • Provide leadership in the development, implementation, and oversight of recovery-focused housing support initiatives; coordinate the Departments housing initiatives (e.g. Permanent Supportive Housing, Housing First, related legislative activities); provide technical assistance to Regional SAMH staff, Managing Entites, and providers, as well as relevant stakeholder, professional organizations, and other state agencies. Maintains and updates the Housing guidance document as needed.

SSI/SSDI, Outreach, Access, and Recovery (SOAR):

  • Serves as the lead for coordinating the implementation of the SOAR model statewide through the Managing Entities. This includes being the content expert and lead in providing related technical assistance to Regional SAMH staff, Managing Entities, providers, and other related entities; Also includes working with statewide and federal partners to track the outcomes of applications submitted through the SOAR process (such as the number of people approved for SSI and/or SSDI and application approval rates). Maintains and updates the SOAR guidance document as needed.
  • Other duties as assigned.

Minimum Qualifications:

  • A bachelor’s degree from an accredited college or university and four years of experience in prevention or the behavioral health field is preferred.
  • A master’s degree from an accredited college or university can substitute for one year of the required experience.
  • Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
  • Two years of experience conducting research and data analysis.
  • Two years of experience preparing agendas, scheduling, and facilitating public meetings.
