Description: Requisition No: 844962Agency: CommerceWorking Title: GOVERNMENT OPERATIONS CONSULTANT II – 40000176Pay Plan: Career ServicePosition Number: 40000176Salary: $44,060.16Posting Closing Date: 01/31/2025Total Compensation EstimatorThe Work You Will Do:This is a Government Operations Consultant II (Grant Manager) position in Tallahassee, Florida with FloridaCommerce, Bureau of Small Cities and Rural Communities, working under the Division of Community Development.The Difference You Will Make:The Community Development Block Grant (CDBG) Program was created by Title I of the Housing and Community Development Act of 1974. The primary statutory objective of the program is to develop viable communities by providing decent housing and a suitable living environment and by expanding economic opportunities, principally for persons of low- and moderate-income. This general objective is achieved by concentrating on activities which benefit low- and moderate-income families. The program can also aid in the prevention or elimination of slums or blight, and under unique circumstances, the State may also use its funds to meet urgent community development needs.Your Specific Responsibilities:

• Prepares a risk analysis and, if required, a monitoring plan for each assigned sub-grant. The employee monitors

the progress of all assigned sub-grants through phone calls and email to representatives of the sub-grantrecipients and through on-site visits to the communities. A detailed report is completed following each monitoringvisit.

• Responsible for reviewing and processing all correspondence, payment requests, citizen complaints, conflicts of

interest, contract modifications, wage decision requests, policies and procedures, contractor clearances, plansand specifications packages, procurement documents, waiver requests, and closeout requests to ensurecompliance with federal and state requirements.

• Reviews all sub-grant applications submitted by the local governments within the employee’s assigned area of

responsibility and prepares contract award documents.

• Maintains all files on the contracts from execution to final closeout. The employee is responsible for entering data

into the grant tracking system for each assigned contract.

• Provides technical assistance to local governments and their consultants in the employee’s assigned area. If the

employee is designated as a subject matter specialist on a specific topic, the employee provides technicalassistance, as needed, to all recipients on this topic.

• Participates in the development and implementation of training workshops and webinars for local governments

and their consultants.

• Performs other duties as assigned

Required Knowledge, Skills, and Abilities:

• Ability to work independently and as a member of a team.
• Ability to organize and prioritize work assignments and effectively handle multiple tasks to complete assignments

on time.

• Knowledge based on managing federal, state, and/or local grants or contract.
• Ability to interpret statutes, administrative rules, and federal regulations and explain these requirements.
• Possess effective verbal and written communication skills, including good public speaking ability.
• Ability to compile data from a variety of sources and present it in a logical manner.
• Ability to create spreadsheets in Microsoft Excel, prepare documents in Microsoft Word, and create PowerPoint

presentations.Minimum:

• Working knowledge of managing federal, state, and/or local grants or contract.
• Working knowledge of Microsoft Applications, especially Word, Excel and PowerPoint.
• Ability to work independently.
• Ability to establish and maintain effective working relationships with others.

Preferred, but not required:

• Preference given for Florida Certified Contract Manager (FCCM) certification.
• Two years of professional experience in grant management, contract management, program planning, program research, program evaluation, engineering, administrative work, or other similar fields.
• A bachelor’s degree or higher from an accredited college or university can substitute for one year of the required experience.
