Your work will impact the workplace culture, our community, and the population we serve as we continuously strive to achieve the Agency’s mission.*Responses to the qualifying questions are required and must be verifiable based on your submitted application, and “see resume” will not be considered an acceptable response.SALARY RANGE$55,000.00 – $60,000.00 Annually $2,115.38 – $2,307.69 Bi-weeklyPosition SummaryThe Access and Functional Needs (AFN) Coordinator is a professional position within the APD Emergency Management Program incorporating independent judgement and decision making and designated in the State’s Comprehensive Emergency Management Program (CEMP) under the State Emergency Response Team (SERT) Human Services Branch / Emergency Support Function (ESF) 6 (Mass Care) umbrella. This position has both non-operational (“blue sky”) and operational (“grey sky”) responsibilities to include:The Work You Will Do

  • Identify the needs of individuals with disabilities (physical or mental impairment, activity limitations, or participation restrictions) and others with access and functional needs (maintaining independence, communication, transportation, health care, elderly, children, and other vulnerable populations) before, during, and after disasters and integrate them into the State’s emergency management programs/systems.
  • Develop and provide training and guidance to emergency managers, disability advocates, members of the State Emergency Response Team (SERT), and other partners and service providers responsible for planning for, responding to, and helping communities recover from disasters and other emergencies.
  • Integrate access and functional needs into the SERT Human Services branch and APD programs and activities including partnership development, outreach, training, guidance, and providing technical assistance.
  • Disaster Response and Recovery Deployment to the State Emergency Operations Center in Tallahassee, FL full-time for every major incident and through the full disaster cycle to support state and local efforts; work with partners to ensure accessibility of shelters, use of American Sign Language (ASL) interpreters, accessible transportation to shelters and other service delivery sites, obtain durable medical equipment (DME), and assist individuals with functional and access needs to go back home after a disaster event. Working with partners, provide leadership to Access and Functional Needs calls from response and into recovery operations; and provide solutions to unmet disaster-caused access and functional needs of individuals and those who serve them; and participate in recovery operations to include recovery support functions, to promote individual and family resilience for those with access and functional needs.

Minimum Qualifications

  • Driver’s License or other efficient means of transportation to travel locally and long distance.
  • Respond to the State Emergency Operations Center during preparedness as well as response and recovery operations.
  • Two years’ experience in Emergency Management or Social Work. Degree in Social Work or Emergency Management can substitute for experience.

Knowledge, Skills, And AbilitiesKnowledge of:

  • Knowledge of and demonstrated skill within the emergency management cycle, disability integration partnerships, and emergency disaster plans of local, state, and federal governments.
  • Knowledge of Section 504 of the Rehabilitation Act of 1973 – a civil rights law that prohibits discrimination against people with disabilities.

Ability to:

  • Develop, implement and evaluate program goals and objectives.
  • Effectively coordinate a variety of emergency management related activities.
  • Effectively communicate, both orally and in writing.
  • Conduct meetings, deliver presentations, problem solve, collaborate effectively, and deliver results to ensure individuals with access and functional needs do not fall through the cracks after a disaster or emergency.
  • Travel and deploy to emergencies on short notice, with long hours, and long periods of time.

Demonstrate Skills in:

  • The use of information technology tools applicable to modern office productivity software.
