Drives a comprehensive government relations agenda across the organization. Implements corporate advocacy activities. Leads and/or works closely with advocacy and executive leaders system-wide. Builds strong relationships with state and federal elected officials and policymakers. Leads efforts to develop overall communication and public relations activities to help advance Adventist Health advocacy agenda and position. Acts as a leader in safety-net and rural healthcare. Assists in strategic communications planning, message development and public relations plan execution for issues, crisis, M&A and other strategic transactions, managing reputational risk. Proactively develops and communicates key public policy issues through a variety of internal and external communication tools. Adheres to policies and procedures. Actively participates in outstanding customer service and accepts responsibility in maintaining relations that are equally respectful to all.Job Requirements:Education and Work Experience:

• Bachelor’s Degree or equivalent combination of education/related experience: Required
• Master’s degree in business administration, health services administration, or other applicable discipline: Preferred
• Ten years’ related experience: Preferred
• Five years’ leadership experience: Preferred

Essential Functions:

• Executes state and federal government relations strategies. Assists in establishing operational objectives for the government relations department including work plans and delegating assignments to team. Works closely with system and network leaders to create a public affairs strategy to achieve system goals.
• Directs, monitors and tracks local and corporate leaders in all government relations related activities. Develops and maintains strong relationships with state and federal policymakers, government officials, and key stakeholders. Meets regularly with elected officials and staff regarding overall healthcare public policy. Acts as a liaison between organization leadership and government officials, meeting regularly to educate and continually update regarding elected officials’ policy issues.
• Works closely with trade associations and coalitions to advance our priorities and advocacy goals. Demonstrates keen understanding of key public policy issues affecting the organization. Drives research on government & stakeholder issues. Tracks state trends and supervises forecasting tools for trends. Shows ability to articulate key public policy issues to internal and external audiences.
• Assists in strategic communications planning, message development and PR plan execution for issues, crisis, M&A and other strategic transactions, managing reputational risk. Works with appropriate businesses, functions, and public & community affairs executive on crisis and issues management. Supports efforts to develop overall communication and public relations activities, to help advance Adventist Health advocacy agenda and position us a leader in safety-net and rural healthcare.
• Monitors and reports on state and federal legislative and regulatory activity, developing summaries and communication materials as needed. Works with internal teams to conduct research on federal and state advocacy priorities.
• Performs other job-related duties as assigned.
