Description: Description of Position: The Education Specialist, Enterprise Web Specialist is responsible for expanding and developing the Department’s education.delaware.gov website to enhance its functionality, accessibility, and user experience. This position requires expertise in managing WordPress themes, plug-ins, and administrative duties to ensure the site meets the evolving needs of educators, students, and stakeholders. The Enterprise Web Specialist will oversee all aspects of the website’s design, performance, and security while adhering to WCAG 2.2 Level AA compliance and industry best practices.Major Responsibilities:

  • Oversee and manage the education.delaware.gov WordPress website, including front-end and back-end development, updates, and performance optimization.
  • Expand and enhance website functionality by researching, implementing, and managing themes, plug-ins, and custom solutions.
  • Conduct regular site maintenance, including updates to WordPress core, plug-ins, themes, and security patches.
  • Ensure website accessibility, adhering to WCAG 2.2 Level AA standards, and resolve any accessibility issues.
  • Collaborate with content creators and internal teams to publish and optimize content for usability, and performance.
  • Troubleshoot technical issues, debug errors, and provide timely solutions to ensure smooth website operations.
  • Monitor website performance metrics, analyze traffic data, and implement improvements to enhance user experience and site efficiency.
  • Manage website hosting, backups, and security protocols to protect data integrity and prevent downtime.
  • Develop and document workflows, processes, and best practices for website management.
  • Coordinate with third-party vendors and stakeholders as needed for additional web-related services.

Essential Qualifications:Education:

  • Bachelor’s degree in Computer Science, Web Development, Information Technology, or related field. Sufficient work experience may be considered in lieu of educational requirement.

Experience:

  • A minimum of five (5) years of professional experience in web development, website administration, or a related role.
  • Experience managing large-scale, public-facing websites for government agencies, education, or non-profit organizations.
  • Proficiency in Adobe Creative Suite, Figma, or similar design tools for visual content creation.
  • Certifications in WordPress, web development, or accessibility standards are a plus.
  • Demonstrated experience managing and maintaining WordPress websites, including implementing themes, plug-ins, and custom features.
  • Experience optimizing websites for performance, accessibility (WCAG 2.2 AA), and search engine optimization (SEO).
  • Hands-on experience with front-end languages such as HTML, CSS, and JavaScript.
  • Strong understanding of back-end technologies including PHP, MySQL, and API integrations.
  • Experience with WordPress and managing web content.
  • Experience using analytics tools for website performance analysis.
  • Experience securing websites through best practices, including SSL management, backups, and malware prevention.
  • Experience managing large-scale websites with a focus on user experience, content organization, and scalability.
  • Previous experience working in a government, education, or enterprise environment is a plus.

Skills:

  • Proficient with WordPress themes, customizations, plug-ins, and core updates.
  • Proficient in HTML, CSS, JavaScript, and responsive web design principles.
  • Understanding of PHP, MySQL, and WordPress database management.
  • Experience implementing SEO best practices and analyzing performance using tools like Google Analytics.
  • Knowledge of WCAG 2.2 AA standards and tools for accessibility testing and remediation.
  • Knowledge of security best practices, SSL management, firewalls, and malware protection.
  • Ability to improve website speed, scalability, and responsiveness through caching, image optimization, and code refinements.
  • Proficient in content organization, page building, and integration of multimedia components.
  • Ability to manage multiple projects, prioritize tasks, and meet deadlines effectively.
  • Experience working with website hosting platforms, domain management, and backup systems.
  • Must have excellent oral and written communication skills.
  • Must possess excellent interpersonal skills and the ability to deal with staff in a tactful, congenial, and personal manner.
  • Ability to disseminate information on both a technical and general operational level.
  • Must be proficient in performing responsibilities with minimal supervision.
  • Must be skilled in setting priorities, working under pressure, and working in collaboration with others.
  • Must be able to proactively solve problems with professionalism.
  • Must possess excellent interpersonal skills and the ability to deal with staff in a tactful, congenial, and personal manner.
  • Must be experienced in exercising discretion and confidentiality in all professional duties.

Salary:
Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.Notes:
