Description: Data Analyst (25-04 RH Research Data Scientist)INTRODUCTION:The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education, and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.DESCRIPTION OF SERVICES:The contractor shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order.The contractor shall work within the Air and Space Human Performance Branch (RHBA) providing direct support to Performance and Resilience Optimization (PRO) program research personnel and laboratories. The PRO research portfolio is developing a collaborative relationship with the USAFSAM Department of Aerospace Medicine (USAFSAM/FE), Aerospace Medicine Studies and Analysis Division (FES), Operational Support Team (FESO), and requires a subject matter expert (SME) in research development and data analysis to facilitate this collaboration. FESO was established to provide support to Base Operational Support Teams in the field, assist program development, data analysis, education, training, and field consultative support. The team regularly conducts data audits, evaluation of program effectiveness, and tracking of programmatic measures of success.This requirement is for a Subject Matter Expert (SME) in research design, data management, and data analysis to be located within the FESO branch of the FES Division and facilitate and support the collaboration between RHBA and FESO by understanding the FESO data sources, the Operational Support Teams’ research needs, and translating those to the RHBA team so that RHBA can develop associated research programs.Mandatory Qualifications:

• The contractor employee shall possess a minimum of a Masters’ degree in Epidemiology, Statistics, Data Science, or Bioinformatics.,

• The contractor employee shall have a minimum of 5 years’ demonstrated experience in advanced analytical skills to include visual analytics in population health and health data surveillance.

• The contractor employee shall possess the ability to design, formulate, conduct, and lead data analysis of operational studies on health surveillance data/health records/other relevant military records and risk reduction of negative health outcomes affecting the DAF total force population.

• The contractor employee shall be proficient in the Microsoft Office suite of applications, Adobe Acrobat, and SharePoint, and shall have experience to demonstrate expert knowledge in descriptive statistics, as well as SAS/SAS EG.

• The contractor employee shall have demonstrated experience with writing technical documentation, research and development programs, and research reports. Examples may include functional requirements documents, test plans, human subject’s protocols, technical reports, and training material.

Highly Desired Qualifications:Experience within a health analytics related field and working with DAF related data is desired.Tasks:

• The contractor employee shall assist in designing, formulating, conducting, and leading data analysis of operational studies on health surveillance data/health records/other relevant military records and risk reduction of negative health outcomes affecting the DAF total force population. The contractor employee shall use judgement and originality in developing innovative approaches to define and resolve highly complex situations.

• The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.

• The contractor employee shall assist in the management of the retrieval and integration of health information data, personnel records, deployment-related records, health surveillance registries, and other military-related data into useable format for end-users.

• The contractor employee shall assist in data collection in support of the RHBA and FESO collaborative research.

• The contractor employee shall complete Collaborative Institutional Training Initiative human subject use training (CITI training) and DAF Health Insurance Portability and Accountability Act (HIPAA) training within the first month and maintain annual currency thereafter. The primary duties for this position cannot be carried out without this training. This course is required for investigators and staff conducting research with human subjects.

• The contractor employee shall draft reports, prepare, and/or present reports, documents, and/or presentations pertaining to the status of the research and data analysis as requested, and meet RHBA projected suspense dates.

• The contractor employee shall present results of studies or investigations through briefings, technical reports, and publication into scientific journals.

• The contractor employee shall apply knowledge of science/technology to analyze and resolve multifaceted issues/problems with minimal guidance and collaborate with technical area stakeholders to develop strategies for effective execution within a particular technology area.

• In addition to the duties described above, the contractor employee shall conduct any other functions and duties recognized as being necessary to conduct their primary role within the scope of the effort.

• The contractor employee shall to support the RHBA mission by coordinating the RHBA and FESO collaborative research projects.

BASE SUPPORT:The contractor shall be provided office/laboratory space, furniture and equipment, routine office/laboratory supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine and a copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor shall comply with local, AF and DoD policies.GENERAL INFORMATION:

• Work will be accomplished at Bldg. 840, WPAFB, OH 45433-7913 beginning on 16 December 2024. Work may be accomplished remotely, at off-site locations as coordinated with the technical lead. Temporary alternate work locations may be assigned as circumstances dictate by the technical lead through the Contracting Officer Representative (COR).

• Work schedule is normally Monday – Friday, 7:30 AM – 4:30 PM ET; however, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.

U.S. Citizenship:Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.TRAVEL:Contractor will be required to travel when authorized to participate in customer business line related travel, to include meetings and conferences, to fulfill respective mission goals. Such travel will only be as directed and coordinated through the Government two weeks in advance of all contractor travel in order to obtain proper authorizations. The specific travel locations, duration, and number of trips will be upon direction of the Government without modification to the task order, as long as adequate travel funding is available in accordance with the resulting task order. When travel is identified, the contractor shall provide an estimate of all travel costs by location, broken out by item, to the Reef System’s Program Manager and Government for review prior to travel.SECURITY:Position of Trust. All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor.The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor shall also participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.All documents, including papers, abstracts and posters shall be cleared by AF prior to public release.DELIVERABLE:Contractor Progress, Status and Management Report (PSMR).On a monthly basis, the contractor shall provide a status report. The information will be on project status and describe the work accomplished. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.The report shall have five sections:

• Project Title, Time Period of report, Date
• Performance: Current status of deliverables, measured against project expectations.
• Schedule: Have scheduled activities and milestones been completed on or before time, and impact of delays.
• Costs: Are there any actual or significant deviations, are significant costs adequately explained in terms of project plans? (i.e., large initial equipment purchase, followed by labor related costs.)
• Risk: Are there known or anticipated opportunities or events that will or can affect project.

Technical Report – Study/Services:

• All reports and data shall be submitted in a non-proprietary, easily transferrable format.

• All reports, data, findings and literature shall be property of the 711 HPW/RH. The contractor shall not reuse or distribute project information without the express permission of 711 HPW/RH and shall retain all 711 HPW/RH origin markings.
