Description: IMSolutions is looking for a Federal Contracts Specialist IV to join us at our client the National Oceanic and Atmospheric Administration (NOAA). In this role, you must possess a working knowledge of the Federal Acquisition Regulation (FAR) and agency supplements.PRIOR FEDERAL EXPERIENCE DESIRED. This position is 100% remote – telework in the U.S.As a Contracts Specialist IV, you will perform a wide range of contract/grant administration functions to assist the Government Procurement Contracting Officer (PCO) in acquisition planning, preparation of acquisition strategy plans and briefings, preparation of Justification and Approval (J&A), source selection plans and other contractual documentation. It also provides support and assistance in essentially all areas of Federal Acquisition Regulation (FAR) based federal procurement.
These functions may include:

• Performing various pre- and post-contract and procurement responsibilities pertaining to the procurement of supplies, services, and equipment, which may include almost all functions from cradle to grave.
• Maintaining copies of contracts/grants, staff all requested changes, and determining if the change applies to other contracts.
• Supporting contract closeout actions.
• Assisting with the planning, preparing, and maintaining of the current acquisition plans and overall program office acquisition administration functions including program control and tracking.

To qualify you will have:

• 10+ years of Federal contracts management experience.
• Bachelor’s degree or at least 24 credit hours in business or a business-related field.
• Knowledge of federal contracting laws, regulations, and policies, as well as an understanding of business and industry contract practices.
• Acquisition planning – reviewing, editing, or assisting in writing statements of work (SOW), performance work statements (PWS) statements of objectives (SOO), request for information (RFI)/Requests for Proposal (RFP)/Requests for Quotation (RFQ) and Invitation for Bids (IFB).
• Market research/analysis, selection and administration of contract terms and conditions, cost, and price analysis,
• Negotiation preparation – preparation of contract modifications, development of evaluation criteria, evaluation of contract performance, contract termination, and contract closeouts.
• Experience with Cost Reimbursable, Firm Fixed Price (FFP), Time & Materials (T&M), Labor Hour (LH), Commercial, Indefinite Delivery Indefinite Quantity (IDIQ), and GSA FSS contracting.
• U.S. Citizenship or Foreign National with a work permit and residing in the U.S. for three or more years.
• Ability to pass a Federal Public Trust Clearance, which must be adjudicated favorably for you to begin working. This requires fingerprinting and reporting on your previous employment, residence, education, and financial and legal background. Candidates may be disqualified for federal or state convictions of crimes, military court-martials, delinquent federal debt including taxes and student loans, current use of illegal drugs, or lying on their application.

Base compensation range and benefits:

• $90,000 to $105,000 – Actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location.
