Serve as contract manager for assigned contracts resulting out of the competitively or non-competitively procured Office of Minority Health (OMH) processes as outlined in Sections381, 7351-381. 7356 Florida Statutes (FS).
Manage current and future contracts including negotiating, administering, enforcing contract terms and conditions, facilitating contract extensions, facilitating contract renewals and contract closeout.

  • Responsible for reporting requirements and compilation of all necessary documents for funded programs.
  • Responsible for providing technical assistance to grantees to answer inquiries and provide information as requested and appropriate.
  • Responsible for the preparation of contract budgets, budget amendments, invoicing, and payment processing.
  • Maintain records to show status of action in progress.
  • Assures the contract files are kept in orderly fashion.
  • Compiles data from contract records to prepare periodic performance reports.
  • Responsible for ongoing quality assurance of the Office of Minority Health assigned program by conducting, on a monthly basis, programmatic desk audit reviews of all assigned contracts.
  • Responsible for conducting on-site programmatic monitoring on all annual basis on all assigned contracts to assess compliance with contractual terms and conditions.
  • Responsible for conducting, via desk-review or on-site, administrative monitoring of all assigned contracts to ensure compliance with state and federal law pertaining to corporations, public records, E-Verify, Equal Employment Opportunity, Pro-Child Indoor Act, and subcontracts.
  • Responsible for conducting fiscal monitoring on all assigned contracts, including quarterly expenditure review, and testing and fiscal year-end reconciliation.
  • Responsible for ongoing quality assurance of the Office of Minority Health assigned program by conducting, on a monthly basis, programmatic desk audit reviews on all assigned contracts.
  • Responsible for conducting on-site programmatic monitoring on an annual basis on all assigned contracts to assess compliance with contractual terms and conditions.
  • Responsible for conducting, via desk-review or on-site, administrative monitoring of all assigned contracts to ensure compliance with state and federal law pertaining to corporations, public records, E-Verify, Equal Employment Opportunity, Pro-Child Indoor Act of 1994, Record Retention, Insurance, Health Insurance Portability Accountability Act, and subcontracts.
  • Responsible for conducting fiscal monitoring on all assigned contracts, including quarterly expenditure review, and testing and fiscal year-end reconciliation.
  • Responsible for assisting with the RFA process, which involves establishing a moderate timeline, creating agendas, posting on the Vendor Bid System and OMH website, and planning and scheduling negotiations.
  • Serve as lead negotiator in the RFA process conducting negotiations.

Collaborate with Bureaus and Divisions in creating evaluation criteria for priority areas within the Office of Minority Health.Coordinate with Office of Contracts Oversight and the Purchasing Department team to review, modify and advertise/post the RFA on public websites. Abide by Chapter 381.7351-381.7356 F.S., Chapter 287, and Chapter 119 F.S.Provide assistance with trainings and development resource materials for annual contract meetings and OMHHE meetings.Research and develop tools and resources that can be used by community-based and faith-based organizations to implement healthy eating and active living initiatives.Prepare for the OMH director, responses to requests for information from internal and external partners, including email requests, media requests and zzzz. Feedback box and information on health observances.Serve on Internal workgroups and committees and perform other duties as assigned, including providing assistance as needed in response to and recovery following natural or man-made disasters.Perform other duties as assigned.Knowledge, skills, and abilities that are essential to be successful in the position.

  • Knowledge of accounting principles, practices, and procedures.
