The role involves overseeing digital initiatives and communication strategies, as well as managing development and technical maintenance in collaboration with internal departments and external stakeholders. The Webmaster works with cross-functional teams to enhance the County’s online presence, aligning it with Board goals. Key duties include graphic design, coding, SEO implementation, site performance analysis, and daily maintenance.The position reports to the Communications and Media Relations Deputy Director.Essential Job FunctionsCollaborates with internal departments and external partners to develop digital strategies aligned with Board goals and target audiences. Provides backup support for marketing, writing, and design staff.Manages contracts and software for the Content Management System (CMS), accessibility tools, and department-specific websites, staying updated on new features.Ensures compliance with legal requirements, including accessibility standards, data privacy, and copyright laws, while monitoring accessibility scores and training staff on updates.Tracks webpage performance using Google Analytics, generating custom reports and collaborating on SEO improvements through research and analysis.Oversees the Calvert County Mobile App by updating content, sending notifications, and designing app tiles.Plans, develops, and updates County websites, adjusting content, layout, and technical requirements to enhance user experience and optimize online visibility. Writes and edits content to meet AP style guidelines.Manages several databases using Google Suites and monitors and updates online index sites (e.g., Yelp, Google Business, Bing Places).Administers the County’s engagement platform for surveys and media monitoring.Diagnoses and resolves coding and software issues, troubleshoots outages and ensures website security through regular backups, updates, and vulnerability assessments in collaboration with Technology Services.Writes, edits, schedules, and approves social media posts.Other DutiesRemains on call for emergencies, elections, or other high-priority County meetings and events that may occur outside of regular work hours.Performs related work as required.Knowledge, Abilities, and Skills (These are pre-employment KASs that apply only to Essential Job Functions.)Knowledge of–Website design, management, technologies, and Content Management System (CMS) platforms.HTML and CSS and familiarity with server-side languages such as JavaScript.Search Engine Optimization (SEO) practices and web analytics (e.g., Google Analytics).Engagement platforms, media monitoring tools, mobile apps, and index sites such as Google Business, Bing Places, and Yelp.Relevant legal requirements, including accessibility standards, data privacy regulations, and copyright laws.Ability to–Problem-solve and communicate effectively with internal and external stakeholders.Write and edit website content using clear and concise language conforming to AP style.Prepare messaging on sensitive topics with discretion and accuracy.Manage a budget and contracts related to host, domain, and SSL account management.Identify and maintain software for accessibility and SEO.Implement website security protocols, including regular backups, updates, and vulnerability assessments.Required Qualifications (Note: Any acceptable combination of education, training, and experience that provides the above knowledge, abilities, and skills may be substituted on a full-time year-for-year basis.)Training and/or Education:Bachelor’s degree in web development or a related technical field.Experience:Five (5) years of professional experience in web development or design.Licenses or Certificates:Valid driver’s license.Relevant certifications, such as those in Web Development or Content Management Systems, strongly preferred.Special Requirements:Operation of County owned vehicle.Physical Demands:The position operates in a hybrid work environment; the candidate is expected to be in the office, attend in-county meetings, and is eligible for telework.The position involves operation of keyboard devices for sustained periods with occasional physical activities that may involve walking, standing, bending, or lifting, such as assisting with giveaways and mailings.Unusual Demands:Work is subject to frequent interruptions and tight, inflexible deadlines.The position is subject to call-back in emergencies.FLSA Status:ExemptCompensation Steps:Position closing date: February 5, 2025Pay rate: $75,057 – $86,159 annuallyGrade 725, 35 hours per weekDepartment of Communications & Media Relations, this position is telework eligibleThis position allows for telework, meaning the employee may be able to work from home or another offsite location for part of the workweek, but they are still required to come into the office regularly.
